On the Quality of Education

Tax Higher School under the Tax Committee, which commenced its activities pursuant to Decree No. PD-95 of the President of the Republic of Uzbekistan dated 19 May 2026 and Resolution No. PR-227 of the President of the Republic of Uzbekistan dated 16 June 2026, is a higher education institution dedicated to training highly qualified specialists for the tax system who possess up-to-date knowledge and practical skills.

Currently, the undergraduate degree programmes of Tax Higher School have undergone state accreditation in accordance with the established procedures. The institution holds all the necessary certificates confirming compliance with the applicable requirements. In the 2026/2027 academic year, specialists are being trained in the fields of “Taxation” and “Accounting”. A total of 229 students have commenced their studies in these fields.

From its very first year of operation, Tax Higher School has identified ensuring the quality of education, organising the educational process in line with modern requirements, and creating an appropriate learning environment for students as one of its key priorities.

To ensure the quality and effectiveness of the educational process, Tax Higher School places particular emphasis on the extensive integration of modern pedagogical and information and communication technologies into teaching, enhancing the professional and pedagogical capabilities of its academic staff, and objectively assessing students’ knowledge, skills and competencies.

The educational programmes of Tax Higher School have been developed with due regard to changes in modern tax administration, economics, finance and other related fields, as well as labour market requirements and practical needs. During their development, proposals from practising specialists of the Tax Committee, academic staff from other higher education institutions, and students were reviewed. In particular, 20 practising specialists from the Tax Committee participated in the development of academic subjects and modules at Tax Higher School. The results of this work were reflected in surveys conducted among participants of professional development courses.

In August, a survey was conducted to assess the quality of professional development courses and the effectiveness of the learning process from the participants’ perspective. A total of 532 employees took part in the survey, representing 89.9% of the total participant population. According to the survey results, the positive assessment of the quality of education and its organisation stood at 99.3%. The overall average rating of the classes was 4.75 out of 5. Furthermore, 99.2% of participants (525 people) rated the classes as “excellent” or “good”.

As the professional, academic and pedagogical capabilities of academic staff play an important role in ensuring the quality of education, Tax Higher School currently has 24 academic staff members holding research degrees, including 6 Doctors of Science (DSc) and 18 Doctors of Philosophy (PhD). Plans have been developed to ensure the continuous professional development of academic staff and the study of leading domestic and international practices. Appropriate measures are also being taken to encourage their research and teaching-methodology activities and to involve specialists with substantial practical experience in the relevant fields in the educational process.

Tax Higher School regularly conducts student surveys and other studies. Based on the findings, submitted proposals and recommendations are analysed, and appropriate measures are taken to address identified issues and improve the educational process. Particular attention is paid to upholding the principles of transparency, objectivity and fairness in the assessment of students’ knowledge, skills and competencies.

On 24 September of the current year, the Compliance and Internal Control Department launched the Telegram bot murojaat_nuqtasi_SOM_bot for students and course participants, enabling them to submit appeals remotely and promptly. To date, a total of 8 appeals have been received from learners through the bot, and all of them have been resolved within the established deadlines.

The departments have developed professional development plans for academic staff for the 2026/2027 academic year. These plans provide for professional development not only at domestic higher education institutions and research centres but also at international partner institutions. All these measures are intended to improve the quality of teaching through the introduction of modern educational technologies, the refinement of teaching methodologies, and the application of leading domestic and international practices.

The leadership of the Tax Committee has identified the consistent continuation of efforts to enhance the effectiveness of the educational process, train professionals equipped with modern knowledge and competencies, create an appropriate learning environment for students, and ensure openness and transparency to the public as one of the key priorities of Tax Higher School.
